This ‘ETS Talk’ will discuss a new study examining the impact of EU ETS2 on households in central and eastern Europe. Using household-level data, the study identifies which groups – based on fuel use, housing type, or rural/urban context – are most vulnerable to rising energy costs, and explores effective policy responses.
