The EU Emissions Trading System (EU ETS) is often presented as a cornerstone of EU climate policy. By putting a price on pollution, it drives emissions reductions and incentivises investment in clean technologies, renewable energy, and electrification. In doing so, it helps reduce Europe’s dependence on imported fossil fuels, strengthens energy security, and supports the transition to a more resilient and competitive economy.
But there is another side of the story that receives far less attention, meaning the benefits that the EU ETS can and should deliver for people: workers and local communities. As the EU reviews its carbon markets, there is an opportunity to broaden the conversation. Beyond reducing emissions, the EU ETS can and should improve people’s lives by delivering cleaner air, better health, future proof jobs, affordable clean energy, and support for communities navigating the transition.
This event will bring together policymakers, civil society organisations, researchers, trade unions, and other stakeholders to explore how the ETS1 can become a stronger tool for both climate action and social justice. The discussion will contribute to the ETS1 review by identifying practical reforms that strengthen fairness, close existing gaps, improve the use of revenues, and increase public support for climate action.
