C\u00edlem projektu LIFE Effect je zlep\u0161it znalosti, schopnosti a propojen\u00ed ob\u010dansk\u00e9 spole\u010dnosti v ot\u00e1zk\u00e1ch souvisej\u00edc\u00edch se syst\u00e9mem EU pro obchodov\u00e1n\u00ed s emisemi v sektorech silni\u010dn\u00ed dopravy a vyt\u00e1p\u011bn\u00ed budov (ETS2) a dot\u00fdkaj\u00edc\u00edch se Soci\u00e1ln\u00edho klimatick\u00e9ho fondu (SCF), aby se podpo\u0159ila implementaci a uplat\u0148ov\u00e1n\u00ed spravedliv\u00fdch a \u00fa\u010dinn\u00fdch politik zpoplat\u0148ov\u00e1n\u00ed emis\u00ed. Syst\u00e9m ETS2 zpoplatn\u00ed emise ze silni\u010dn\u00ed dopravy a spalov\u00e1n\u00ed v budov\u00e1ch, co\u017e jsou sektory dohromady zodpov\u011bdn\u00e9 za 60 % celkov\u00fdch emis\u00ed uhl\u00edku v EU. Syst\u00e9m m\u00e1 b\u00fdt spu\u0161t\u011bn v roce 2027. <\/p>\n

Za regula\u010dn\u00ed povinnosti ponesou zodpov\u011bdnost distributo\u0159i pohonn\u00fdch hmot, dopad zv\u00fd\u0161en\u00ed cen pro ka\u017edodenn\u00ed \u010dinnosti, jako je j\u00edzda autem a vyt\u00e1p\u011bn\u00ed dom\u00e1cnost\u00ed, ale pravd\u011bpodobn\u011b dopadne na koncov\u00e9 spot\u0159ebitele. To je ve v\u00fdsledku nevyhnuteln\u00e9, proto\u017ee dekarbonizace spole\u010dnosti je nezbytn\u00e1. N\u00e1\u0161 projekt bude zvy\u0161ovat pov\u011bdom\u00ed a spolupracovat s ob\u010danskou spole\u010dnost\u00ed a dal\u0161\u00edmi z\u00fa\u010dastn\u011bn\u00fdmi stranami, aby se zajistilo, \u017ee proveden\u00ed bude spravedliv\u00e9 a \u00fa\u010dinn\u00e9. <\/p>\n

Pro zm\u00edrn\u011bn\u00ed o\u010dek\u00e1van\u00fdch dopad\u016f na spole\u010dnost byl z\u0159\u00edzen Soci\u00e1ln\u00ed fond pro klima (SCF), kter\u00fd m\u00e1 chr\u00e1nit zraniteln\u00e9 dom\u00e1cnosti. SCF bude podporovat \u010dlensk\u00e9 st\u00e1ty p\u0159i zav\u00e1d\u011bn\u00ed opat\u0159en\u00ed v oblasti energetick\u00e9 \u00fa\u010dinnosti, dekarbonizaci vyt\u00e1p\u011bn\u00ed dom\u00e1cnost\u00ed a poskytov\u00e1n\u00ed p\u0159\u00edstupu k udr\u017eiteln\u00fdm druh\u016fm dopravy. Finan\u010dn\u00ed prost\u0159edky pro SCF budou z\u00edsk\u00e1v\u00e1ny prost\u0159ednictv\u00edm aukc\u00ed povolenek pro sektory spadaj\u00edc\u00ed pod ETS2 a vl\u00e1dy \u010dlensk\u00fdch st\u00e1t\u016f budou hr\u00e1t v\u00fdznamnou roli p\u0159i rozhodov\u00e1n\u00ed o zp\u016fsobu vyu\u017eit\u00ed fondu prost\u0159ednictv\u00edm n\u00e1rodn\u00edch soci\u00e1ln\u00edch klimatick\u00fdch pl\u00e1n\u016f. <\/p>\n

Je nepochybn\u011b zapot\u0159eb\u00ed, aby ob\u010dansk\u00e1 spole\u010dnost a tv\u016frci politik vedli o ETS2 a SCF dialog zalo\u017een\u00fd na d\u016fkazech, kter\u00fd umo\u017en\u00ed dos\u00e1hnout komplexn\u00edho a vz\u00e1jemn\u00e9ho porozum\u011bn\u00ed v pr\u016fb\u011bhu cel\u00e9ho procesu.     V po\u010d\u00e1te\u010dn\u00ed f\u00e1zi se partne\u0159i zam\u011b\u0159\u00ed na budov\u00e1n\u00ed znalost\u00ed a kapacit, vypracov\u00e1n\u00ed studi\u00ed a zpr\u00e1v t\u00fdkaj\u00edc\u00edch se ETS2 a SCF, v\u00fdvoj \u0161kolic\u00edch materi\u00e1l\u016f a organizaci semin\u00e1\u0159\u016f zam\u011b\u0159en\u00fdch na budov\u00e1n\u00ed kapacit. \u010cinnosti zam\u011b\u0159en\u00e9 na vytv\u00e1\u0159en\u00ed s\u00edt\u00ed budou kl\u00ed\u010dov\u00e9 pro propojen\u00ed p\u0159\u00edslu\u0161n\u00fdch z\u00fa\u010dastn\u011bn\u00fdch stran a usnadn\u011bn\u00ed spolupr\u00e1ce. <\/p>\n
