Das Projekt LIFE Effect zielt darauf ab, das Wissen, die Handlungsf\u00e4higkeit und die Vernetzung innerhalb der Zivilgesellschaft in Bezug auf den EU-Emissionshandel f\u00fcr Stra\u00dfenverkehr und Geb\u00e4ude (ETS2) und den damit verbundenen Klima-Sozialfonds (KSF) zu verbessern, um die Umsetzung und Entwicklung einer fairen und effektiven Kohlenstoffpreispolitik zu f\u00f6rdern. Dar\u00fcber hinaus wird das Projekt das Bewusstsein und das Verst\u00e4ndnis f\u00fcr diese Themen unter den EU-B\u00fcrger:innen sch\u00e4rfen und die dringend ben\u00f6tigten Klimaschutzma\u00dfnahmen auf eine sozial gerechte und umweltfreundliche Weise vorantreiben. <\/p>\n

ETS2 wird CO2-Preise auf Stra\u00dfenverkehr und Geb\u00e4ude erheben, die f\u00fcr 60 % der gesamten CO2-Emissionen in der EU verantwortlich sind. Das System soll im Jahr 2027 anlaufen. <\/p>\n

W\u00e4hrend regulatorische Verpflichtungen die Kraftstoffversorger betreffen, werden sich die h\u00f6heren Preise f\u00fcr allt\u00e4gliche Aktivit\u00e4ten wie Autofahren und Heizen vermutlich besonders auf Ebene der Endverbraucher:innen auswirken. Das ist letztlich unvermeidlich, denn an der Dekarbonisierung der Gesellschaft f\u00fchrt kein Weg vorbei. Unser Projekt wird das Bewusstsein sch\u00e4rfen und mit der Zivilgesellschaft und anderen Interessengruppen zusammenarbeiten, um eine gerechte und effektive Umsetzung zu gew\u00e4hrleisten. <\/p>\n

Um die erwartbaren Auswirkungen auf die Gesellschaft abzumildern und gef\u00e4hrdete Haushalte zu sch\u00fctzen, wurde der Klima-Sozialfonds (KSF) eingerichtet. Der KSF wird die Mitgliedstaaten bei der Umsetzung von Energieeffizienzma\u00dfnahmen, der Dekarbonisierung von Heizungen in Privathaushalten und beim Zugang zu nachhaltigen Verkehrsmitteln unterst\u00fctzen. Die Mittel f\u00fcr den KSF werden durch die Versteigerung von Zertifikaten f\u00fcr ETS2-Sektoren generiert. Die nationalen Regierungen spielen eine wichtige Rolle bei der Entscheidung, wie der Fonds durch soziale Klimapl\u00e4ne in den einzelnen L\u00e4ndern genutzt werden wird. <\/p>\n

Es besteht ein klarer Bedarf an einem faktenbasierten Dialog zwischen der Zivilgesellschaft und den politischen Entscheidungstr\u00e4ger:innen \u00fcber das ETS2 und den KSF, um w\u00e4hrend des gesamten Prozesses ein umfassendes, gemeinsames Verst\u00e4ndnis zu schaffen. Dar\u00fcber hinaus ist die Sensibilisierung der \u00d6ffentlichkeit f\u00fcr die bevorstehenden Ver\u00e4nderungen entscheidend f\u00fcr die erfolgreiche Einf\u00fchrung dieser neuen EU-Klimapolitik. <\/p>\n

    W\u00e4hrend des gesamten LIFE-Effect-Projekts werden mehrere Aktivit\u00e4ten in Form von Arbeitspaketen von den Partnern im Konsortium durchgef\u00fchrt.<\/p>\n

    In der Anfangsphase werden sich die Partner auf den Aufbau von Wissen und Kapazit\u00e4ten, die Erstellung von Studien und Berichten im Zusammenhang mit ETS2 und dem KSF, die Entwicklung von Schulungsmaterial und die Organisation von Veranstaltungen zum Kapazit\u00e4tsaufbau konzentrieren. Netzwerkaktivit\u00e4ten werden der Schl\u00fcssel sein, um relevante Interessengruppen zu verbinden und die Zusammenarbeit zu erleichtern. <\/p>\n

    Die Bem\u00fchungen des Projekts konzentrieren sich auf die F\u00f6rderung einer fairen und effektiven Kohlenstoffpreispolitik.<\/p>\n

    Dieses Projekt wurde mit Mitteln aus dem LIFE-Programm der Europ\u00e4ischen Union unter der Finanzhilfevereinbarung LIFE23-GIC-BE-LIFE EFFECT finanziert.<\/strong><\/p>\n
