Het LIFE Effect-project heeft tot doel de kennis, capaciteit en netwerken van het maatschappelijke middenveld te verbeteren met betrekking tot het nieuwe Europese systeem voor emissiehandel voor wegvervoer en gebouwen (ETS2) en het bijbehorende Sociaal Klimaatfonds (SCF), om zo de uitvoering en ontwikkeling van een rechtvaardig en effectief koolstofprijsbeleid te verbeteren. Daarnaast zal het project het bewustzijn en begrip van deze onderwerpen onder EU-burgers vergroten. Op die manier bevordert het project de broodnodige klimaatactie, op een manier die sociaal eerlijk is en effect heeft op het milieu. <\/p>\n

ETS2 zal koolstofbeprijzing toepassen op de sectoren wegvervoer en gebouwen, die verantwoordelijk zijn voor 60% van de totale koolstofuitstoot in de EU. De regeling gaat in 2027 van start. <\/p>\n

Terwijl brandstofdistributeurs de wettelijke verplichtingen zullen dragen, zal het effect van prijsstijgingen voor alledaagse activiteiten zoals autorijden en het verwarmen van huizen waarschijnlijk bij de eindgebruikers terechtkomen. Dit is uiteindelijk onvermijdelijk omdat maatschappelijke decarbonisatie essentieel is. Ons project zal het bewustzijn vergroten en samenwerking binnen het maatschappelijk middenveld en met andere belanghebbenden vergroten, om ervoor te zorgen dat de implementatie rechtvaardig en effectief is. <\/p>\n

Om de verwachte gevolgen voor de samenleving te verzachten, is het Sociaal Klimaatfonds (SCF) opgericht om kwetsbare huishoudens te beschermen. Het SCF zal lidstaten ondersteunen bij het implementeren van energie-effici\u00ebntiemaatregelen, het koolstofvrij maken van residenti\u00eble verwarming en het bieden van toegang tot duurzame vervoerswijzen. Financiering voor het SCF zal worden gegenereerd door het veilen van emissierechten voor ETS2-sectoren en nationale regeringen zullen een belangrijke rol spelen bij het beslissen hoe het fonds wordt gebruikt via nationale sociale klimaatplannen. <\/p>\n

Er is een duidelijke behoefte aan een op feiten gebaseerde dialoog tussen maatschappelijke organisaties en beleidsmakers over ETS2 en het SCF, om tijdens het hele proces een alomvattend en gedeeld begrip op te bouwen. Daarnaast is het bewustzijn van het publiek over de komende veranderingen van vitaal belang voor een succesvolle invoering van dit nieuwe klimaatbeleid van de EU. <\/p>\n

    Gedurende het hele LIFE Effect project worden door de consortiumpartners meerdere activiteiten uitgevoerd in de vorm van werkpakketten.<\/p>\n

    In de beginfase zullen de partners zich concentreren op het opbouwen van kennis en capaciteit, het produceren van studies en rapporten met betrekking tot ETS2 en het SCF, het ontwikkelen van trainingsmateriaal en het organiseren van sessies voor capaciteitsopbouw. Netwerkactiviteiten zullen essentieel zijn om relevante belanghebbenden met elkaar in contact te brengen en samenwerking te vergemakkelijken. <\/p>\n

    De projectinspanningen zullen zich richten op het bevorderen van een eerlijk en effectief koolstofprijsbeleid.<\/p>\n
